Dear Members,

In exercise of the powers delegated to the undersigned by the Hon’ble Delhi High Court vide Order dated 12.02.2026 passed in W.P.(C) No. 3165/2022, and in conformity with the provisions of the National Sports Governance Act, 2025 (the Act),  particularly Section 4 (composition of General Body and Executive Committee) read with Rule 9 of the National Sports Governance (National Sports Bodies) Rules, 2026 (the Rules), this Notice is hereby issued for the conduct of elections to the Interim Executive Committee of the Judo Federation of India, which shall function until the constitution of the duly elected Final Executive Committee in terms of the aforesaid Order.

The prescribed Forms for submission of the names of Authorized Representative(s) to constitute the Electoral College, along with the relevant provisions governing the election process under the Act and the Rules, including Schedule II (Election Rules), as well as the Nomination Forms, are enclosed herewith.

All concerned are requested to intimate the name(s) of their Authorized Representative(s), in the enclosed Form, on or before 10.04.2026 by 5:00 PM.

The Electoral College shall be prepared strictly in accordance with Rule 10(4), 10(5) and 10(6) of the Rules and Schedule II, Clause 5(ii)(b) thereof read with Section 4 of the Act. Any changes in the Authorized Representatives shall be permitted up to the last date of filing of nominations.

Further, the election process is being initiated in accordance with Rule 9 read with Schedule II, Clause 5(i) and 5(ii) of the Rules, which inter alia provides for the publication of the electoral roll, appointment of the Electoral Officer, and issuance of notice inviting nominations along with the prescribed forms and election schedule.

The following important provisions, amongst others, are also brought to your notice:

  1. The eligibility for inclusion in the Electoral College shall be governed by Rule 10(4) of the Rules read with Section 4 of the Act and only such members/representatives having voting rights shall be included.
  2. Any person contesting for the post of Office Bearer or Member of the Executive Committee must fulfil the eligibility criteria under Section 4(2) of the Act and must not suffer from any disqualification under Rule 11 of the Rules.
  3. The nomination of a candidate for election as an Office Bearer or Member of the Executive Committee shall be made in the prescribed Form–2, in accordance with Schedule II, Clause 5(ii)(e) of the said Rules.
  4. Every nomination shall be proposed by one Authorized Representative of a State/Union Territory member and seconded by another such Authorized Representative, whose names appear in the Electoral College (Form–1), in terms of Schedule II, Clause 6(i).
  5. No person shall be entitled to propose or second more than one candidate for the same post. In the event of multiple nominations, only the first valid nomination received by the Electoral Officer shall be considered, and subsequent nominations shall be treated as invalid, in accordance with Schedule II, Clause 6(iii).
  6. Once a nomination paper subscribed by a proposer or seconder has been submitted to the Electoral Officer, such proposer or seconder shall not be permitted to withdraw their consent, as per Schedule II, Clause 6(iv).
  7. The nomination papers shall be delivered to the Electoral Officer in person by the candidate himself within the stipulated time, in terms of Schedule II, Clause 6(ii).
  8. All nomination papers shall be scrutinized by the Electoral Officer in accordance with Schedule II, Clause 7(i), and the list of validly nominated candidates shall be published in accordance with Form 4 as per Schedule II, Clause 7(iii).
  9. Any candidate may withdraw his/her candidature within the prescribed time in accordance with Schedule II, Clause 7(iv), and such withdrawal, once made, shall be final as per Clause 7(v).
  10. The election schedule shall be conducted in accordance with the model election calendar prescribed under Schedule II, Clause 5(iii) of the said Rules
  11. The election shall be conducted by the Electoral Officer already appointed, who shall supervise and ensure compliance with the Act and the Rules along with Schedules and Forms appended thereto.
